Why are Gift Cards selling so high on Ebay?

It has come to my attention that some gift cards on Ebay seem to be selling higher than face value. These are gift cards like Walmart and Amazon. One reason I can see for this is that there may be international bidders taking advantage of the currency conversion. A $108.47 Amazon gift card SOLD FOR $192.50!! That example could not be from taking advantage of any currency conversion so maybe another reason is that they’re not paying their own money, what does it matter to some one with stolen credit card number if he/she pays more than the face value?
Still there are gift cards on Ebay that are under face value you just have to search and if you select newly listed items with buy it now prices they are the ones that are typically set at a reduced price.

You can also Sell your gift card to them for Cash or Trade your gift card for one you like and this is free. There are even options to trade your gift card for the one you like that has more money on it.
Hopefully Ebay will figure out what is going on with some of their gift cards that are selling so high.
